It can’t be much worse than Pennsylvania - I had to drive through a strip mall parking lot, down the street a block, turn around in another parking lot, and drive back.
And the parallel parking box was 5x the size of a normal spot, and you could be as far from the curb as you wanted, as long as the car didn’t stick out.
Oh, and they accidentally gave me the car test when I went back for a motorcycle permit, so I never had to pass the actual motorcycle written test.
